American general sacrificing a goat before a battle would loose his troops. And ancient Greek general not doing it would loose his troops.
To motivate your people, you need to know what their culture expect out of you as a leader. If they expect decisiveness and you are not decisive, you will loose them. If they expect autonomy and you will start micromanaging them, you will loose them. But it also works the other way around.
It can be a conscious choice to change the culture of the company and let those not accepting the new one go. But you cannot expect people to change if you do not go the way with them starting where they are.
If you want to stop making decisions and them starting to do them, you need to start with making them and slowly transfering the power to them. If you just come and do not do any decisions all of the sudden, it will not work.
