If something is not being fixed, probably someone has not complained enough. People give up because of bureaucracy or pushbacks, or just because they do not care enough.
If you care and complain and push until it is solved, two things will happen. Either it will be solved, or you will be dealt with (fired, blocked or prevented from complaining anymore). Either way, at that point it is no longer your problem. Because either it was solved or you cannot do anymore to solve it.
